Short answer: There is no general grant that pays for solar panels on Birmingham homes. The main help is 0% VAT on installation until 31 March 2027. ECO4 can fund energy improvements for some low-income households in homes rated EPC D to G until 31 December 2026, but Ofgem says it is not a grant scheme.
0% VAT: the help most people can use
The biggest saving open to most Birmingham homeowners is tax, not a grant. HMRC’s rules on energy-saving materials zero-rate the installation of solar panels, and qualifying batteries, in homes until 31 March 2027. On a system costing around £9,000, that is worth the 20% VAT you would otherwise pay. It applies automatically when a qualifying installer fits the system, with no application.
After 31 March 2027, VAT would apply unless the government extends the relief. As of September 2026 no extension had been announced.
ECO4: help for some low-income households
The Energy Company Obligation, now in its fourth round as ECO4, requires energy companies to fund energy-efficiency improvements in some homes. Ofgem is clear that ECO is not a grant scheme. The energy companies decide which projects they fund, how much they fund and which installers they use. So solar panels may or may not be part of what you are offered.
The key points:
- ECO4 runs until 31 December 2026.
- It is for homes rated EPC D to G.
- You can qualify through certain benefits, or through ECO4 Flex, where the council refers households that meet its own criteria.
- You may be asked to contribute to the cost.
If you think you qualify, contact an energy company that takes part in ECO4, or Birmingham City Council about ECO4 Flex. Only agree to work once you have a contract, which Ofgem advises too.
Switch Together Birmingham
Switch Together Birmingham is often described as a grant, but it isn’t one. It is the council’s group-buying scheme with iChoosr, which aims to get a lower price by grouping households together. You still pay for your system. It is worth registering to see the offer and comparing it with other quotes.
The EV chargepoint grant
If you rent or own a flat, the government chargepoint grant takes 75% off the cost of buying and installing a home EV charger, up to £500. It is a real grant, though it pays towards a charger, not solar panels. EV charger installation covers how it works with panels.
“Free solar panels” offers
Some firms offer panels with nothing to pay upfront. Before you agree, find out who owns the panels, who keeps the export income, how long the agreement lasts, and what happens when you sell the house. A long lease on your roof can complicate a sale. There is a long discussion of one such scheme on MoneySavingExpert’s forum that is worth reading first.
Be careful with cold callers offering “government-funded” panels. Ofgem notes that installers working on ECO projects may approach people directly, so ask for the energy company’s name, then check with that company before you agree to anything.
Export payments are income, not a grant
